摘　　要：全球产业链正快速重构,中美供应链博弈已成为塑造全球经济格局的关键因素。目前,发达经济体和发展中经济体正推动产业链本土化和友岸化,而国际贸易规则重构则促进产业链的区域化和近岸化发展。同时,跨国企业战略调整正引领全球产业链布局向多元化发展,新一轮科技革命则推动产业链数字化、智能化。在此背景下,美国加强了对中国高科技产业的限制,中美两国也都在构建以自身为中心的供应链体系,并提升供应链安全至国家战略层面。此外,全球产业链重构正在改变各经济体的比较优势,并使高科技产业成为博弈关键点,促使中美双方都更加重视经济安全。为了应对全球产业链重构所带来的一系列挑战,中国需加强基础设施建设以提高产业合作水平,加强产业政策协调以提升国际治理能力,加快数智化转型以优化全球产业链布局,逐步构建起高效、安全、稳定的供应链体系。The global industrial chain is undergoing rapid restructuring,and the Sino-US supply chain contest has emerged as a crucial factor in shaping the global economic landscape.Currently,both developed and developing economies are facilitating the localization and regionalization of industrial chains,while the reconfiguration of international trade regulations is driving the regionalization and nearshore development of industrial chains.Simultaneously,the strategic readjustment of multinational enterprises is leading to the diversification of the global industrial chain layout,and a new round of scientific and technological revolution is promoting the digitalization and intelligence of the industrial chain.Against this backdrop,the United States has tightened restrictions on China's high-tech industry,and both China and the United States are establishing self-centered supply chain systems and elevating supply chain security to the national strategic level.Additionally,the restructuring of the global industrial chain is altering the comparative advantages of each economy and making the high-tech industry a key aspect in the game,compelling both China and the United States to pay greater attention to economic security.To address a series of challenges resulting from the restructuring of the global industrial chain,China needs to enhance infrastructure construction to improve the level of industrial cooperation,strengthen industrial policy coordination to enhance international governance capabilities,accelerate digital transformation to optimize the layout of the global industrial chain,and gradually establish an efficient,safe,and stable supply chain system.
