摘　　要：首都人口规模是新中国成立初期北京城市总体规划工作中的一个重要的争议性问题。文章基于查阅原始档案及老专家访谈,对1949—1959年首都北京城市规划工作中有关城市人口规模的研究、讨论、分歧和决策等情况进行了相对系统的梳理,分析了影响首都人口规模确定的主要因素。研究表明,国家领导人的政策指示对新中国初期北京人口规模的确定产生了根本性的重大影响,并决定了城市总体规划工作的走向。这一案例启示,应对城市规划中的专业技术工作和政策研究内容进行适当的区分,并切实加强城市规划的政策研究工作。Population size of the capital city was an important and controversial issue in the overall urban planning work of Beijing during the early days of the founding of the People’s Republic of China.On the basis of extensive access to a batch of original archives and interviews with senior experts,a relatively systematic review was conducted on the research,discussions,disagreements,and decisions related to the urban population size in the urban planning work of Beijing from 1949 to 1959,and the main factors affecting the determination of the population size of the capital city were analyzed.Research has shown that the policy directives of our policymakers have had a fundamental and significant impact on the determination of the population size of Beijing in the early stages of New China,and have determined the direction of the overall urban planning.This case suggests that appropriate distinctions should be made between professional technical work and policy research content in urban planning,and policy research work in urban planning should be effectively strengthened.
