摘　　要：福建省档案局、福建省档案馆从国内文档管理国情出发,创新提出以“三包两结构一体化”为核心的电子文件与电子档案规范管理模式(简称RASM模式)。通过对RASM模式管理对象——信息包、元数据、数据管理流程等的研究分析,阐述RASM模式是立足我国电子文件与电子档案规范管理实践,吸收国际先进档案管理理论和经验,通过区域性实践所形成的适应文档管理国情的电子文件与电子档案规范管理实践模式。在此基础上,对其未来推广应用提出相应对策与展望,努力构建有中国特色电子档案单套管理体系,为电子文件单套归档和电子档案单套管理落地见效打下坚实基础。Starting from the national conditions of archive management in China,the Fujian Provincial Archives and the Fujian Provincial Archives have innovatively proposed a standardized management model for electronic records and electronic archives(referred to as the RASM model)with"Three Packages,Two Structures and The Integration"as the core.This paper mainly studies and analyzes the management objects of RASM model-information package,metadata,data management process,etc.,and tries to prove that RASM model is a Chinese path to modernization archive management practice model that is based on the standardized management practice of electronic documents and electronic archives in China,absorbs the international advanced archive management theory and experience,and adapts to China's national conditions through regional practice.On this basis,we are more confident in proposing corresponding strategies and prospects for its future promotion and application,striving to build a distinctive electronic file and electronic archive standardized management system,and laying a solid foundation for the effective implementation of electronic file single set archiving and electronic archive single set management.
