加强基层公安机关执法规范化建设的思考

摘　　要：在全面推进依法治国时代背景下,人民群众法治意识和权力意识显著提升,人民群众对公安机关执法要求更严、期待更高。公安机关作为国家重要的治安行政和刑事司法力量,是全面推进依法治国的践行者、推动者、保障者,公安工作法治化水平事关社会大局稳定和人民群众切身利益,事关政府法治形象和执法公信力。特别是基层公安机关,与群众联系最密切、打交道最直接,若执法不规范很容易引发负面影响,造成工作被动。公安机关要深入学习贯彻习近平法治思想,牢牢聚焦法治公安建设目标,持之以恒狠抓执法规范化建设,切实履行好党和人民赋予的职责使命。Under ihe background of comprehensively promoting the rule of law,the people's awareness of the rule of law and power has been significantly improved,and the people have stricter requirements and higher expectations for law enforcement by public security organs.As an important administrative law enforcement and criminal justice force of the country,public security organs are practitioners,promoters and guarantors of comprehensively promoting the rule of law.The level of legalization of public security work is related to the stability of the overall social situation and the vital interests of the people,and to the image of the government ruled by law and the credibility of law enforcement.Grass-roots public security organs,in particular,have the closest contact with the masses and deal directly with them.If the law enforcement is not standardized,it can easily lead to negative effects and make them work passively.Public security organs should thoroughly study and implement Xi Jinping's thought on the rule of law,firmly focus on the goal of public security construction under the rule of law,persistently pay close attention to the standardization of law enforcement,and earnestly fulfill the duties and missions entnisted by the Party and the people.
