摘　　要：上世纪80年代,在“一国两制”方针形成过程中,邓小平同志提出了“爱国者为主体的港人治港”,成为治港者的政治规矩,凝聚了支持香港回归的共识,通过中国香港基本法形成约束力,确保香港地区管治权安全,具有重大历史意义。进入新时代,香港地区内外环境发生深刻变化,以习近平同志为核心的党中央丰富和发展了“爱国者为主体的港人治港”,提出“爱国者治港”,织密制度之网,实现了从国家统一思想到国家治理思想的飞跃。在新的历史条件下,要落实好习近平总书记关于“爱国者治港”的重要论述,不断提升特区治理效能,弘扬爱国主义,确保“一国两制”实践行稳致远。In the 1980s,during the formulation of the“One Country,Two Systems”policy,Comrade Deng Xiaoping proposed the concept of“Patriots Governing Hong Kong,”which became a political guideline for governance and fostered a consensus supporting Hong Kong’s China return.This idea was codified in the Basic Law of Hong Kong China,ensuring the security of governance over the region and holding significant historical importance.As we enter a new era,the internal and external environments of Hong Kong region have undergone profound changes.Under the leadership of General Secretary Xi Jinping,the CPC Central Committee has enriched and developed the concept of“Patriots Governing Hong Kong region,”proposing the idea of“Patriots Governing Hong Kong”and weaving an even tighter institutional framework.This marks a leap from the concept of national unity to that of national governance.In this new historical context,it is crucial to implement General Secretary Xi Jinping’s important statements regarding“Patriots Governing Hong Kong region,”continuously enhance the governance effectiveness of the Special Administrative Region,promote patriotism,and ensure the steady and lasting practice of“One Country,Two Systems.”
