独异性视角下粤港澳大湾区高等教育合作的回顾与思考  

A Review and Reflection on Higher Education Cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area from a Perspective of Distinctiveness

摘  要:粤港澳大湾区建设是国家重大战略,面对三地法律、制度、文化等各方面差异,探索高等教育领域如何实现求同存异、优势互补,防止同质化,对深入推进大湾区建设乃至中国式现代化建设都具有重要意义。本文对独异性社会的基本概念、影响及对大湾区建设的借鉴意义进行了分析,对粤港澳高等教育合作的历程、具有独异性特征的典型案例、经验与挑战等进行了回顾,在此基础上,提出大湾区高等教育合作应承担起促进规则衔接和机制对接、打造国际科技创新中心、建设国际教育示范区和增强青年国家认同四个方面的独特使命,并提出了意见建议。The construction of the Guangdong-Hong Kong-Macao Greater Bay Area is a major national strategy.In the face of legal,institutional,cultural,and other differences among the three regions,it is crucial to explore ways to achieve consensus while respecting differences and drawing on each other’s advantages in the field of higher education,in order to prevent homogenization.This holds significant importance for advancing the construction of the Greater Bay Area and contributing to Chinese modernization.This paper analyzes the basic concept of distinctive society,its impact,and its implications for the development of the Greater Bay Area.It reviews the history of higher education cooperation in Guangdong,Hong Kong,and Macao as well as the typical cases,experiences and challenges characterized by distinctiveness.Then the paper proposes that higher education cooperation in the Greater Bay Area should undertake four unique missions:promoting rule convergence and mechanism integration,creating an international science and technology innovation center,establishing an international education demonstration zone,and enhancing a sense of common national identity among the youth.Relevant suggestions and advice are provided in the paper.
