摘　　要：滚装运输是军事战争中重要投送方式之一,民用滚装船是战时动员征用首选对象.为提高民用滚装船远海运输投送能力,基于灰色关联理论,系统分析了官方数据平台2014—2023年发布的56起典型案例,结合我国现有滚装船与运输投送任务实际,分析远海运输投送时存在的火灾、爆炸、碰撞、人员伤亡、搁浅等安全隐患,提出了加快推进滚装船贯彻国防要求、增强防火意识和能力、强化驾驶人员专业技能、高效人员管理和加强针对性投送演练五个方面的应对措施.研究有助于加强民用滚装船远海运输投送安全性.Ro-Ro transportation is a crucial method for military delivery in wartime,with civil Ro-Ro ships being the primary choice for mobilization and requisition.To enhance the offshore transportation and delivery capacity of civil Ro-Ro ships,this study systematically analyzes 56 typical cases published on official data platforms from^(2)014 to 2023,using grey correlation theory to assess accident types and characteristics.In light of China's existing Ro-Ro ships and actual transport delivery tasks,potential safety hazards such as fire,explosion,collision,casualties,and grounding are examined.Five countermeasures are proposed,including accelerating compliance with national defense requirements,enhancing fire prevention awareness and capabilities,improving professional skills of navigation personnel,implementing efficient personnel management,and conducting targeted delivery exercises.This study contributes to improving the safety of long-distance transportation and delivery for civilian roll-on/roll-off ships.
