摘　　要：构建公共文化服务体系、发展文化产业是国家文化战略的重要内容,公共文化服务和文化产业的融合发展对满足中国人民文化产品与服务的迫切、多样化需求具有重要的意义。公共文化服务和文化产业具有融合发展基础,本文从文化“软实力”和“硬实力”八个方面构建两者融合发展体系,包括政策法规、信息技术、人才培养、品牌创建、设施建设、资金渠道、文化资源、产品设计,促进中国文化产品与服务发展水平,满足人民日益增长的精神文化需求等。The construction of public cultural service system and the development of cultural industry is an important part of the national cultural strategy.The integration and development of public cultural services and cultural industry is of great significance to meet the urgent and diversified needs of the Chinese people for cultural products and services.Public cultural services and cultural industries have a foundation for integrated development.This article constructs a system for the integrated development of the two from eight aspects:cultural“soft power”and“hard power”,including policies and regulations,information technology,talent cultivation,brand creation,facility construction,funding channels,cultural resources,product design,promoting the development level of Chinese cultural products and services,and meeting the growing spiritual and cultural needs of the people.
