摘　　要：完善市场经济基础制度是马克思主义政治经济学中国化在经济制度方面的重要体现,也是中国特色社会主义经济制度体系的重要内容。全面理解完善市场经济基础制度的理论逻辑,既要从马克思主义理论中关于市场经济的内在特征来论述,还要从中国特色社会主义经济制度体系出发,准确把握市场经济基础制度与基本经济制度的内在理论联系。市场经济在不同的发育阶段具有不同的制度需求,市场经济基础制度作为市场经济制度性规范的具体呈现,在不同时期、不同国家会有不同的形式和规定。我国完善市场经济基础制度历经以建立企业产权制度为重点的培育市场阶段、以建立价格决定制度为重点的发展市场阶段、以建立现代市场体系为重点的发展市场体系阶段、以维护市场秩序为重点的完善市场阶段。进一步完善市场经济基础制度要按照党的二十届三中全会的最新要求,突出经济体制改革牵引作用,不断完善产权保护制度、信息披露制度、市场准入制度、破产退出制度以及社会信用体系,筑牢社会主义市场经济有效运行的体制基础。Refining the systems underpinning the market economy is an important manifestation of the Sinicization of Marxist political economy in China in terms of economic system and is also an important part of the socialist economic system with China characteristics.To comprehensively understand and improve the theoretical basis of the systems underpinning the market economy,we must not only analyze the discussion on the inherent characteristics of the market economy in Marxist theory,but also proceed from the socialist economic system with China characteristics and accurately grasp the theoretical connection between the systems underpinning the market economy and the basic socialist economic system.The market economy has different institutional needs at different stages of development.As a concrete manifestation of the institutional norms of the market economy,the systems underpinning the market economy will have different forms and regulations in different periods and countries.China's improvement of the systems underpinning the market economy has gone through the market cultivation stage focusing on establishing an enterprise property rights system,the market development stage focusing on establishing a price determination system,the market system development stage focusing on establishing a modern market system,and the market improvement stage focusing on maintaining market order.To further improve the systems underpinning the market economy,we must follow the latest requirements of the Third Plenary Session of the 2oth Central Committee of the Communist Party of China,highlight the guiding role of economic system reform,and continuously improve the property rights protection system,information disclosure system,market access system,bankruptcy exit system,and social credit system.Build a solid institutional foundation for the effective operation of the socialist market economy.
