共同富裕背景下集体林权改革的内在逻辑及政策建议

摘　　要：共同富裕是社会主义的本质特征,林业是共同富裕的重要阵地。运用文献资料、逻辑分析等研究方法,从历史、理论和实践逻辑三个层面分析共同富裕视角下集体林权改革的内在逻辑。我国集体林权制度改革始终以实现共同富裕为根本目标,充分反映绿色富农的历史逻辑。在做大林业经济“蛋糕”的同时,提升集体、林农和各类经营主体经济收入,实现分好林业经济“蛋糕”的理论逻辑。在林地“确权”实践的基础上,通过构建林地产权流转服务中心、深化林业金融改革、念好林下“生态经”、创新林业“碳票”等举措,探索共同富裕的实践逻辑。研究提出要明晰集体林地产权、完善产权流转机制、培育新型林业经营主体、加大集体林权改革财税金融政策扶持和完善林业生态产品价值实现机制等政策建议,促进林农增收致富,加快实现共同富裕。Common prosperity is the essential feature of socialism,and forestry is an important position of common prosperity.This paper analyzes the internal logic of collective forest rights reform from the perspective of common prosperity from three aspects:history,theory and practice.The reform of China’s collective forest rights system always takes the realization of common prosperity as the fundamental goal,which fully reflects the historical logic of green rich peasants.While making the“cake”of forestry economy bigger,the economic income of collectives,forest farmers and various management subjects should be improved,and the theoretical logic of dividing the“cake”of forestry economy should be summarized.On the basis of the practice of“right confirmation”of forest land,the practical logic of common prosperity is explored through the construction of forest property rights transfer service center,deepening the reform of forestry finance,reading the“ecological economy”under the forest,and innovating forestry“carbon ticket”.Research has put forward policy suggestions such as clarifying collective forest property rights,improving the property rights circulation mechanism,cultivating new forestry management subjects,increasing fiscal,tax and financial policy support for collective forest property rights reform and improving the value realization mechanism of forestry ecological products,so as to promote forest farmers to increase income and get rich,and accelerate the realization of common prosperity.
