国家级城市群建设的共同富裕效应——基于省界毗邻地区县域样本的分析

摘　　要：打破行政区划壁垒,减少要素跨区域流通的阻碍是畅通国民经济大循环的关键所在,亦是实现共同富裕的基础性制度抓手。本文基于2008—2022年省界毗邻地区771个县的面板数据,探究国家级城市群建设对省界毗邻地区共同富裕的影响。研究发现:国家级城市群建设有效破除了行政区划产生的边界效应,显著提高了省界毗邻县的共同富裕水平,不仅提升了居民相对收入,还缩小了城乡收入差距。机制分析表明,国家级城市群建设通过基建完善、投资拉动和产业升级三条路径有效推动了省界毗邻县共同富裕的实现。异质性分析表明:国家级城市群建设对南方城市群、发展水平较高城市群的省界毗邻县共同富裕水平的提高作用更强,且随着省界毗邻县距中心城市距离的提升,国家级城市群的共同富裕推动效应减弱。本文为新发展阶段国家级城市群建设厘清了理论蕴含,为以区域协调发展助推共同富裕实现提供了经验证据和政策参考。Breaking down administrative barriers and reducing obstacles to cross-regional circulation of factors is the key to smooth the circulation of the national economy,and is also the fundamental institutional construction for achieving common prosperity.Based on county-level panel data in China from 2008 to 2022,this research explores the impact of national-level urban cluster construction on the common prosperity of adjacent counties surrounding provincial borders.Research has found that the construction of national-level urban cluster construction has effectively bridged the boundary effect generated by administrative divisions,and has a significant improvement effect on the common prosperity level of adjacent counties surrounding provincial borders.It not only improves the common prosperity level by increasing the relative income of residents but also effectively narrows the income gap between urban and rural areas.The analysis of the impact mechanism indicates that the construction of a national-level urban cluster has significantly promoted the common prosperity of adjacent counties surrounding provincial borders,mainly achieved through three mechanisms:infrastructure construction effect,investment driving effect,and industrial upgrading effect.Heterogeneity analysis indicates that the construction of a national-level urban cluster has a stronger effect on improving the common prosperity level of adjacent counties surrounding provincial borders in southern urban clusters and those from urban clusters with higher development levels.Moreover,as the distance between adjacent counties surrounding provincial borders and the central city increases,the promoting effect of national-level urban cluster construction on common prosperity weakens.This research clarifies the theoretical implications for the construction of national-level urban clusters in the new development stage and provides empirical evidence and policy references for promoting common prosperity through regional coordinated development strategies.
