国土空间背景下生态敏感区的村庄规划策略研究——以大理州洱源县白塔村为例

摘　　要：国土空间背景下的村庄规划是新时代空间规划体系下的详细规划,村庄规划作为指导村庄建设与管控的法定规划,在优化乡村空间发展格局、实现乡村振兴、推动我国城乡统筹发展等方面具有重要的意义。目前全国各地的村庄规划编制工作正在逐步推进,但针对生态敏感区的村庄规划编制的研究较少。本文选取位于洱海保护管理范围内的大理白族自治州洱源县白塔村为研究对象,对其进行生态适宜性分析及评价。并基于生态适宜性分析及评价结果,充分剖析村庄的发展优势及现状问题,紧密围绕发展与保护的主题,从生态网络构建、“生态+”产业发展、用地布局优化等几方面探索国土空间规划背景下生态敏感区村庄规划的策略。力求为此类村庄的规划编制研究提供一定的参考。The village planning under the background of national territorial space is a detailed planning under the new era spatial planning system.As a legal plan to guide village construction and control,village planning has important significance in optimizing the rural spatial development pattern,achieving rural revitalization,and promoting the coordinated development of urban and rural areas in China.At present,the planning and compilation of village plans across the country are gradually advancing,but there is relatively little research on the planning and compilation of villages in ecologically sensitive areas.This article selects Baita Village in Eryuan County,Dali Bai Autonomous Prefecture,located within the protection and management scope of Erhai Lake,as the research object,to conduct ecological suitability analysis and evaluation.Based on the analysis and evaluation results of ecological suitability,the paper fully analyzes the development advantages and current problems of villages,closely revolves around the theme of development and protection,explores strategies for planning villages in ecologically sensitive areas under the background of territorial spatial planning from several aspects such as ecological network construction,“ecological+”industry development,and land layout optimization,and strives to provide certain references for the planning and research of such villages.
