构建以满足人民需要为核心的中国特色宏观调控目标体系

摘　　要：与资本主义生产以追求剩余价值为目的不同,社会主义生产要满足的是人民群众对美好生活的需要。因此,中国特色社会主义宏观调控也必须围绕着这个根本目的展开,并由此形成一个完整的宏观调控目标体系。从短期看,要通过保障劳动力就业、维持通货稳定和国际收支动态平衡,引导生产供给与人民物质需要的更优匹配。从长期看,要通过经济高质量发展,不断提高生产力水平,满足人民群众不断发展的、更高层次的各类需要。此外,中国特色社会主义宏观调控还要把满足人民精神需要和公共需要纳入目标体系。也正是在这个意义上,中国特色社会主义政治经济学从学理层面超越了西方经济学对宏观调控目标的认识。Unlike capitalist production,which aims to pursue surplus value,socialist production must meet the people’s needs for a better life.Therefore,socialist macroeconomic regulation with Chinese characteristics must also focus on this prime target,and thus form a complete macroeconomic regulation target system.In the short term,it is necessary to optimize the relation between production supply and people’s material needs by ensuring labor employment,maintaining currency stability and dynamic balance of international payments.In the long term,people’s ever-growing needs at higher levels need to be met through high-quality economic development and continuous productivity improvement.In addition,the fulfillment of the spiritual and public needs of the people should be incorporated in the target system of socialist macroeconomic regulation with Chinese characteristics.It is also in this sense that Socialist Political Economics with Chinese characteristics has surpassed western economics in the understanding of macroeconomic regulation targets at the academic level.
