论周恩来的民主监督思想——兼论周恩来对破解“历史周期率”的贡献

摘　　要：周恩来不仅是自我革命的杰出楷模,而且对人民民主监督也曾作过有价值的思考,对破解“历史周期率”作出了杰出贡献。周恩来对民主监督的贡献主要表现在:注重思想教育,为实施民主监督奠定基础;注重监督形式,为实施民主监督提供保证;注重制度建设,抓住实施民主监督之根本。深入学习研究周恩来的民主监督思想,对于继续走好民主监督新路和持续开展自我革命具有重要的现实意义。Zhou Enlai was not only an outstanding model of self-revolution but also engaged in valuable reflections on people's democratic oversight and made outstanding contributions to solving the"Historical Cycle Rate".Zhou Enlai's contributions to democratic oversight are mainly manifested in:emphasizing ideological education to lay the foundation for implementing democratic oversight;focusing on oversight forms to provide guarantees for implementing democratic oversight;and emphasizing system construction to grasp the fundamentals of implementing democratic oversight.In-depth study and research on Zhou Enlai's thought on democratic oversight have important practical significance for continuing to embark on a new path of democratic oversight and continuously carrying out self-revolution.
