摘 要:目的了解内蒙古自治区疾病预防控制机构(简称“疾控机构”)人力资源现状及配置公平性,为优化其人力资源配置提供参考依据。方法利用2022年内蒙古自治区疾控机构的人力资源普查数据和《内蒙古自治区统计年鉴》,结合洛伦兹曲线、基尼系数和卫生资源密度指数,采用χ^(2)检验进行率的比较,探究内蒙古自治区疾控机构人力资源现状及配置公平性。结果2022年内蒙古自治区疾控机构实有编制数6150人,每万常住人口实有编制数分别为0.78和1.76个,中部地区≥50岁、中专及以下学历和工勤技能类人员数量多于其他地区,差异均有统计学意义(χ^(2)=60.380、28.666、48.465,均P<0.001);西部地区30~<40岁、本科学历和无职称人员数量少于其他地区,差异有统计学意义(χ^(2)=19.405、34.894、24.095,P=0.004、<0.001、0.002)。内蒙古自治区疾控机构实有编制数按人口、面积分布的基尼系数分别为0.188、0.105和0.612、0.524,人力资源密度:中部>东部>西部。结论内蒙古自治区疾控机构人员数量未达到配置标准,各地区人员配置不均衡、人员整体素质偏低、老龄化问题显著,按人口配置资源的公平性优于按地理面积配置。建议通过合理扩编、人才引进等措施来提升内蒙古自治区疾控机构人才队伍的建设水平。Objective To understand the current state and the fair allocation of human resources in the disease prevention and control institutions(referred to as"CDC institutions")of Inner Mongolia Autonomous Region,and to provide a reference basis for optimizing the allocation of their human resources.Methods Using the human resource census data of CDC institutions in Inner Mongolia Autonomous Region in 2022 and the Statistical Yearbook of Inner Mongolia Autonomous Region this study employed the Lorenz curve,the Gini coefficient,and the health resource density index to explore the current situation of human resources in CDC institutions in Inner Mongolia Autonomous Region and the fair allocation usingχ^(2) test to conduct rate comparisons.Results In 2022,the number of actual staff quota of CDC institutions in Inner Mongolia Autonomous Region was 6150,and the number of actual staff quota was 0.78 per 10000 and 1.76 per 10000 resident population,respectively.The number of people aged 50 and above,people with secondary education or less,and people in the work skill category was greater in the central region than in the other regions,and the difference was statistically significant(χ^(2)=60.380,28.666,48.465,all P<0.001).The number of 30-<40 years old with bachelor′s degree and no title was less in the western region than in the other regions,and the difference was statistically significant(χ^(2)=19.405,34.894,24.095,P=0.004,<0.001,0.002).The Gini coefficients for the distribution of the number of actual staff quota of CDC institutions by population and area in Inner Mongolia Autonomous Region were 0.188,0.105,and 0.612,0.524,respectively.Regarding human resource density,the ranking was Central Region>Eastern Region>Western Region.Conclusion The number of personnel in the CDC institutions in Inner Mongolia Autonomous Region fail to meet the allocation criteria,with an unevenness in personnel allocation among various regions.Additionally,the overall quality of personnel is low and the aging problem is significant.The fairn
