兼顾精神共同富裕的最低工资标准的测算——以浙江省为例

摘　　要：在精神共同富裕的目标下,最低工资标准的测算方法需要做相应的调整来兼顾精神共同富裕的要求。文章以浙江省为例,利用传统的比重法测算后,再根据各地区的财政能力对教育文化娱乐支出额度加以调整,构成兼顾精神共同富裕的最低工资标准。比重法中选取占城镇居民总人口10%的最低收入组作为最低工资标准的适用对象,模型所需2012年后缺失的数据构建自回归等模型进行动态预测得到。研究发现,浙江省实际执行的最低工资标准比比重法测算的理论值低,无法满足低收入家庭发展的要求。文章还根据浙江省共同富裕行动方案中提到的2025年的人均可支配收入目标,计算出了对应的最低工资标准的适当平均增长率。Under the goal of spiritual common prosperity,the method of estimating the minimum wage standard needs to be adjusted to take into account the requirements of spiritual common prosperity.This paper takes Zhejiang province as an example,uses the traditional proportion method to estimate,and adjusts the expenditure on education,culture,and entertainment according to the fiscal capacity of each region to form a minimum wage standard that takes into account spiritual common prosperity.In the proportion method,the lowest income group,accounting for 10%of the total urban population,is selected as the suitable target for the minimum wage standard.The missing data required for the model after 2012 is constructed through dynamic forecasting using autoregressive models and other models.The study finds that the actual minimum wage standard implemented in Zhejiang province is lower than the theoretical value calculated by the proportion method,which cannot meet the development requirements of low-income families.The paper also calculates the appropriate average growth rate of the minimum wage standard corresponding to the per capita disposable income target mentioned in the common prosperity action plan of Zhejiang province for the year 2025.
