摘  要:水资源短缺是关中平原城市群生态保护和工业高质量发展急需解决的难题之一,而提升工业用水效率是解决西北城市群缺水与工业发展均衡问题的重要途径。本文以2012-2021年关中平原城市群11个城市为研究对象,基于Tapio模型厘清城市工业发展与工业用水之间的脱钩关系,同时借助全局Super-SBM-DEA模型对各城市的工业用水效率进行综合评价。结果表明,除渭南、铜川、平凉为强脱钩外,其他城市为弱脱钩状态;在不同时间段各个城市工业用水效率存在较大差异,相较于山西省和甘肃省,陕西省工业用水效率不仅个别城市表现出色,且在整体水平上也更为突出。Water scarcity is one of the pressing challenges that the Guanzhong Plain urban agglomeration faces in terms of ecological protection and the high-quality development of industry.Improving industrial water use efficiency is a crucial approach to addressing the balance between water scarcity and industrial development in this northwestern urban agglomeration.This study focuses on 11 cities in the Guanzhong Plain urban agglomeration from 2012 to 2021.Using the Tapio model,the study clarifies the decoupling relationship between urban industrial development and industrial water use.Additionally,the Global Super-SBM-DEA model is employed to comprehensively evaluate the industrial water use efficiency of each city.The results show that except for Weinan,Tongchuan,and Pingliang,which are in a strong decoupling state,other cities are in a weak decoupling state.There are significant differences in industrial water use efficiency across cities during different periods.Compared to Shanxi and Gansu provinces,Shaanxi province not only demonstrates outstanding performance at the individual city level but also shows a more prominent overall industrial water use efficiency.
