摘　　要：“停车难”是当前城市治理中的重要问题,完善停车管理制度对促进智慧城市建设具有重要意义。目前,我国城市停车管理制度存在停车管理主管部门权责不清、居民停车成本较高、停车场经营者权益保障困难、智慧停车平台面临发展困境、停车管理也缺乏有效的制度抓手等问题,有必要明确停车管理主管部门、完善停车管理中的信息公开与公众参与、探索改进停车场经营模式、扶持智慧停车平台推广、健全停车监管机制,从而解决“停车难”问题,推动智慧城市建设。“Parking difficulty”is an important issue in current urban governance,and improving the parking management system is of great significance for promoting the construction of smart cities.At present,there are some problems in our urban parking management system,such as unclear powers and responsibilities of parking management authorities,high parking costs for residents,difficulties in protecting the rights and interests of parking operators,the development of smart parking platforms,and the lack of effective system grasp for parking management.In response,it is necessary to clarify the parking management authorities,promote information disclosure and public participation in parking management,explore and improve the business model of parking lots,support the popularization of smart parking platforms,and improve the parking supervision mechanism,so as to solve the problem of“parking difficulty”and promote the construction of smart cities.
