网约车司机劳动权益保障政策执行的优化研究--基于史密斯政策执行过程模型的分析

摘  要:数字经济的蓬勃发展催生出网约车司机这一新就业形态,国家也对其劳动者权益的保障予以及时回应,出台了与之相关的政策,但新政策在执行过程中不可避免地会受到一些因素的影响,导致政策的实施未能达到预期效果。因此,基于史密斯政策执行过程模型对网约车司机劳动者权益保障政策进行分析,发现政策在执行过程中存在着政策体系自身不够完善、执行机构政策执行动力不足、政策目标群体认知出现偏差、政策执行环境受到影响等制约因素。为了确保网约车司机劳动者权益保障政策在执行过程中能取得更满意的成效,需要从优化政策体系、强化政策执行机构执行动力、提升政策目标群体的认可程度、优化政策执行环境四方面来研究政策执行的制约因素。The booming development of the digital economy has given rise to a new form of employment for ride hailing drivers,and the government has responded promptly to protect the rights and interests of its workers by introducing relevant policies.However,the implementation of the new policies will inevitably be affected by some factors,resulting in the failure to achieve the expected results.Therefore,based on the Smith policy implementation process model,an analysis of the policy on protecting the rights and interests of ride hailing drivers and workers was conducted,and it was found that there are constraints in the implementation process of the policy,such as the policy system itself not being perfect,insufficient policy execution motivation of executing agencies,cognitive bias of policy target groups,and impact on the policy implementation environment.In order to ensure that the policy of protecting the rights and interests of ride hailing drivers and workers can achieve more satisfactory results in the implementation process,it is necessary to study the constraining factors of policy implementation from four aspects:optimizing the policy system,strengthening the execution power of executing agencies,enhancing the recognition of policy target groups,and optimizing the policy implementation environment.
