摘　　要：新质生产力驱动高质量发展是中央顶层设计的重要组成部分,以新质生产力作为引擎,将全面引领建成社会主义现代化强国。在政府行动方面,新质生产力通过数智化嵌入的方式,实现政府的智能化决策、精准化治理与协同化操作,进而提升经济与社会的高质量发展。在个体行动方面,新质生产力通过数智化参与的方式,提高了政治行动的透明化参与,促进了个体数字化素养的提高。在社会行动方面,新质生产力通过数智化运作的方式,提高了公共服务的效率质量,拓展了公共服务的范围。在政治保障方面,新质生产力通过强化党的政治领导力、组织领导力和思想领导力确保了党的全面领导,通过优化执政方式、巩固和扩大党的执政基础,维护了党的核心地位。The drive of high-quality development by new quality productive forces is an important component of the central top-level design.Taking new quality productive forces as the engine will comprehensively lead the construction of a socialist modernized strong country.In terms of government action,the new quality productive forces achieves intelligent decision-making,precise design,and collaborative governance of the government through the embedding of digital intelligence,thereby enhancing the high-quality development of the economy and society.In terms of individual actions,the new quality productive forces has improved the transparency of political participation and promoted the improvement of individual digital literacy through digital participation.In terms of social action,the new quality productive forces has improved the efficiency and quality of public services and expanded the scope of public services through digital operation.In terms of political security,the new quality productive forces have strengthened the Party’s comprehensive leadership by enhancing its political,organizational,and ideological leadership.By optimizing governance methods,consolidating and expanding the foundation of governance,the Party’s core position has been maintained.
