摘　　要：新时期城市蓝线管控仍面临诸多困境,如存在规划冲突、技术手段单一、监管力度不足等,需要在充分考虑城市水系的整体性、协调性、安全性和功能性的前提下,以高质量管控为引领,对城市水系现状进行深入调研和分析,科学合理地划定蓝线范围,明确蓝线的功能定位和保护要求,探寻可借鉴的城市蓝线管控路径。以河南省新郑市为例,从目标层、技术层、管理层出发,对“整体营造、立体控制、集成管控”的城市蓝线高质量管控路径进行实证分析,以期为其他城市的城市蓝线规划提供参考。The governance of urban blue line still faces many problems such as planning contradiction,singular technique,weak supervision etc in the new era.To realize high quality governance of urban water system,investigation and analysis shall be carried out to specify blue line and its functional and conservative requirements,and explore a rational governance path considering the integrity,coordination,safety,and functionality of urban water system.With Xinzheng city,Henan province as an example,the high quality governance path of urban blue line characterized by"overall construction,vertical control,integrated governance"is put to practice from the levels of vision,technique,and management,providing reference for urban blue line planning in other cities.
