摘　　要：为了加快推进“双碳”目标落实落地,我国政府相继出台政策及配套措施助力绿色产业实现高质量发展。在有利的政策环境下,以光伏、风力发电为主的新能源项目受到金融机构绿色金融的青睐。基于“双碳”背景,铁路运输的绿色、低碳、环保优势作用凸显,国铁企业布局了以分布式光伏发电为主体的铁路+新能源的新业态。为了深入贯彻落实绿色产业支持政策在国铁企业落实见效,从金融机构项目融资视角出发,在梳理绿色金融政策及光伏产业发展现状的基础上,论述国铁企业开展光伏项目融资的可行性及必要性,提出了金融支持铁路光伏产业发展的实施路径及操作要点,为国铁企业开展光伏项目融资提供了有益的实践经验借鉴。To accelerate the realization of the“carbon peaking and carbon neutrality”goals,the Chinese government has successively introduced policies and supporting measures to assist green industries in achieving high-quality development.Under a favorable policy environment,new energy projects mainly based on photovoltaic and wind power generation have been favored by financial institutions for green finance.Based on the“carbon peaking and carbon neutrality”background,the green,low-carbon,and environmentally friendly advantages of railway transportation have been highlighted,and national railway companies have laid out a new railway+new energy business model with distributed photovoltaic power generation as the main body.To thoroughly implement the support policies for green industries in national railway companies,this paper discussed the feasibility and necessity of national railway companies to carry out photovoltaic project financing from the perspective of financial institutions’project financing,and it sorted out green financial policies and the current status of the photovoltaic industry development.The paper put forward the implementation path and key points of financial support for the development of the railway photovoltaic industry,providing useful practical experience for national railway companies to carry out photovoltaic project financing.
