上海市用水定额管理制度实施现状研究

摘　　要：用水定额是节约用水的核心,是实施水资源刚性约束制度的技术支撑,在水资源管理中发挥重要作用。为加强完善用水定额管理制度的实施,通过总结用水定额在上海市水资源论证、节水评价、取水许可与监管等地表水取用水管理中的应用情景,分析了具体应用中存在定额体系覆盖范围局限、多水源情况应用限制以及误解误用等问题,提出了完善用水定额管理体系、增加监管部门协作、加强用水定额宣贯的水资源管理建议。研究成果可为完善修订用水定额,提高水资源管理水平提供借鉴和参考。Water quota is the core of water conservation and serves as the technical support for the implementation of rigid water resource constraint system,playing an important role in water resource management.In order to improve the implementation of the water quota management system,the application scenarios of water quota in the management of surface water-intake and utilization in Shanghai were summarized,including water-intake and utilization assessment,water conservation evaluation,water-intake permit,and water-intake supervision.Based on the problem analysis of limited coverage of quota system,limitations in the application of multiple water sources,misunderstanding and misusing in specific applications,we further proposed suggestions to improve the water quota management system,increased cooperation between regulatory departments,and strengthened the promotion of water quota in water resource management.The research results can provide a reference for the revision of water quotas and the enhancement of water resource management.
