南水北调工程运行管理成效与推进后续工程高质量发展的思考

摘　　要：南水北调工程是优化我国水资源配置的重大战略性基础设施,是迄今为止世界上最大的跨流域调水工程。南水北调东、中线一期工程全面通水至今已历经10年。总结了南水北调东、中线一期工程全面通水后维护工程安全、供水安全、水质安全的10年实践,以及工程优化水资源配置、保障群众饮水安全、复苏河湖生态环境、畅通南北经济循环的作用与成效,梳理了在推进后续工程中坚持科技引领和数字赋能、坚持节水调水并重、坚持绿色发展等实践。面临新形势、新任务、新机遇,提出了下一步工作思路和计划:切实维护南水北调“三个安全”,持续提升南水北调工程综合效益,进一步深化体制机制改革,高质量推进南水北调后续工程建设,深化东、中线工程数字孪生建设应用,强化科技支撑和保障能力。The South-to-North Water Diversion Project is a key strategic infrastructure for optimizing allocation of water resources in China and the largest cross basin water diversion scheme in the world to date.After ten years operation of the east and middle routes of the project,a summary is made on the practices of safeguarding infrastructure safety,water supply safety,and water quality safety,as well as achievements of optimizing water allocation,ensuring safety of drinking water,recovering ecological environment of rivers and lakes,and promoting smooth north to south economy circulation.Introductions are also made on practices of emphasizing technological leadership and digital empowerment,water conservation and water diversion,and green development for the implementation of following projects.Encountered by new situation,tasks,and opportunities,ideas and plans for the next step are proposed,including safeguarding“three safety”,increasing comprehensive benefits,further deepening institutional and mechanism reform,accelerating construction of follow-up projects,and boosting digital twin and scientific and technology development.
