丹江口水库现代化运行管理矩阵构建实践

摘　　要：丹江口水库是南水北调中线工程重要水源地,为切实保障水库工程安全、供水安全和水质安全,依据水利部关于构建现代化水库运行管理矩阵有关技术要求,总结了丹江口水库运行管理现状,分析了新发展阶段丹江口水库支撑南水北调后续工程高质量发展仍然存在的问题与不足,在此基础上提出充分利用标准化管理和数字孪生汉江流域、数字孪生丹江口工程建设成果,推进监管全覆盖、掌握全要素、管控全天候、管理全周期“四全”管理,完善体制、健全机制、强化法治、落实责任制“四制(治)体系”,预报精准化、预警提前化、预演数字化、预案科学化“四预”措施,及时除险、定期体检、强化维护、保障安全“四管”工作等,提出全面构建丹江口水库现代化运行管理矩阵主要建设内容,并结合工程运行管理实践明确了矩阵建设主要工作。The Danjiangkou Reservoir is the primary water source for the South-to-North Water Diversion Project.In order to ensure safety of the reservoir,water supply and water quality,current situation of its operation and management are reviewed by analyzing issues and deficiencies that may affect high-quality development of the follow-up projects of the South-to-North Water Diversion Project,with consideration to the technical requirements of the Ministry of Water Resources to build a modern reservoir operation and management matrix.On this basis,it proposes to maximize the role of standardized management and create digital twin Hanjiang River Basin and digital twin Danjiangkou;introduce“four coverage”approach of supervision,all elements,all-weather and full circle management;strengthen institutional system and mechanism,law-based governance and accountability;implement measures for accurate forecasting,early warning,digital rehearsal and scientific planning;and take four measures of timely risk removal,regular inspection,better operation and maintenance,and safety management.Main contents of a modernized operation and management matrix of the Danjiangkou Reservoir are proposed.Key elements of matrix construction are specified in combination with practices of project operation and management.
