摘　　要：丹江口库区及其上游流域是南水北调中线工程水源地,是保障南水北调中线工程受水区供水安全“生命线”。丹江口库区及其上游流域水质安全保障工作涉及多区域、多领域和多部门,需要共同配合、联合行动。梳理了10年来水行政执法协作成果,从完善法规制度、加强执法监管、提升法治能力等方面总结了执法协作成效。通过分析丹江口水库水质安全保障工作极端重要性及长江保护法强调协同治理、强化流域治理管理相关要求,从健全水法规制度体系、加大执法监管力度、不断凝聚执法合力、加快推进智慧执法等方面提出了深化执法协作思路,从而构建上下贯通、横向联动、全域覆盖、共同发力的工作格局,打造具有涉水执法特点、区域协作特色、智慧执法特征的水行政执法协作“丹江口样本”,维护丹江口库区及其上游流域水质安全。The Danjiangkou Reservoir Area and its upstream watersheds are water sources for the Middle Route of the South-to-North Water Diversion Project,and the“lifeline”to ensure water supply safety of water receiving areas in the north.Safeguarding water quality in these areas needs joint efforts and actions of varous regions,fields and departments.The achievements of water administrative law enforcement over the past 10 years are summarized from the aspects of improving regulatory system,strengthening law enforcement supervision,and enhancing legal capabilities.Based on analysis of importance of water quality safety in the Danjiangkou Reservoir and requirements of Act for Yangtze River Protection,ideas and approaches to reinforce cooperation are proposed from the aspects of perfecting water regulatory system,law enforcement and supervision,taking integrated administration and smart law enforcement.This shall help to build a work pattern that is interconnected,horizontally linked,fully covered,and jointly exerted,and create a“Danjiangkou Model”to ensure water quality and safety in the Danjiangkou reservoir area and its upstream watersheds.
