新时代地方政府政务诚信建设的实践困境及对策分析

摘　　要：政务诚信是社会信用体系建设的关键,在各领域信用建设中处于引领地位。加强政务诚信建设是提升政务服务效能和公信力、促进营商环境优化、建设诚信社会的重要举措。随着各级地方政府对政务诚信建设的重视和关注,政务诚信建设逐步走向规范化发展,但在实施推进过程中也遇到了诸多问题与挑战。在当前奋力实现“十四五”规划目标的关键时刻,必须多措并举,从强化政府职责、整活多元力量、优化工作机制等层面着力全面提升政府诚信行政水平、健全政务诚信监督体系、夯实政务信用管理体系,切实推进各地区各部门政务诚信建设高质量发展。Government integrity is the key to the construction of the social credit system and plays a leading role in credit construction in various fields.Strengthening the construction of government integrity is an important measure to enhance the efficiency and credibility of government services,promote the optimization of the business environment,and build an honest society.With the attention and concern of local governments at all levels to the construction of government integrity,the construction of government integrity gradually moves towards standardization.However,many problems and challenges have also been encountered in the implementation and promotion process.At the critical moment of striving to achieve the goals of the“14th Five-Year Plan”,we must take multiple measures at the same time,comprehensively improve the administrative level of government integrity from the level of strengthening government responsibilities,invigorating multiple forces,and optimizing the working mechanism,improve the government integrity supervision system,consolidate the government credit management system,and effectively promote the high-quality development of government integrity construction in all regions and departments.
