摘 要:为应对传统测绘工作中存在的重复测绘、效率低下等问题,福州市自然资源和规划局与建设、人防、消防等部门通力合作,共同制定了“多测合一”工作细则。该工作细则通过整合工程建设项目中的多项测绘事项,有效减少了委托次数,避免重复测绘,旨在提高审批工作效率,降低测绘服务费用,缩短测绘工作周期,也为福州市的工程建设项目提供了更加高效、便捷的服务。然而,尽管“多测合一”模式具有诸多优势,但在实际操作中,如何确保测绘质量与效率,仍是测绘单位面临的关键问题。基于此,通过深入学习“多测合一”工作细则内容与精神,从“多测合一”项目报建审批与测绘相关的流程,结合实践操作,分析测绘单位在“多测合一”测量作业流程中的角色,及该角色对整个“多测合一”成果的影响。探讨“多测合一”测量的特点与不足,以及如何保证测绘质量与效率。In response to the problems of repeated surveying and mapping,low efficiency,and other issues in traditional surveying and mapping work,the Fuzhou Natural Resources and Planning Bureau has worked closely with departments such as construction,civil defense,and fire protection to jointly formulate the"Multi-Survey in One"work rules.By integrating multiple surveying and mapping matters in engineering construction projects,these work rules effectively reduce the number of commissions and avoid repeated surveying and mapping.They aim to improve the efficiency of examination and approval,reduce surveying and mapping service fees,shorten the surveying and mapping work cycle,and provide more efficient and convenient services for engineering construction projects in Fuzhou.However,despite the many advantages of the"Multi-Survey in One"model,ensuring the quality and efficiency of surveying and mapping remains a key issue facing surveying and mapping units in practical operations.Based on this,by deeply studying the content and spirit of the"Multi-Survey in One"work rules,this paper analyzes the role of surveying and mapping units in the"Multi-Survey in One"measurement process and its impact on the entire"Multi-Survey in One"outcome,from the perspective of the process related to the application for approval and surveying and mapping of"Multi-Survey in One"projects,combined with practical operations.This paper also discusses the characteristics and shortcomings of"Multi-Survey in One"measurement and how to ensure the quality and efficiency of surveying and mapping.
