乡村治理的现代性逻辑:主体约束与在场赋能

摘　　要：现代性视域下的乡村治理关注多元化的乡村利益主体,促进多元化的乡村利益平衡,最终实现多元乡村权利平衡。乡村治理现代性逻辑中农民主体性发挥的现实约束表现在:能人强势与简单多数的主体问题,领导偏好与协商不足的内在张力,机构摩擦与治理缺环的行政因素,机制不全与监督不够的制约失衡。乡村治理现代性逻辑中农民主体性发挥的约束成因有:乡土社会与生活伦理化的乡村场域,乡政村治与行政自利的体制约束,制度粗略与法律宽泛的要素破损,共同体式微与亚文化阻滞的文化多元。乡村治理现代性逻辑中农民主体性发挥的在场赋能应着眼于:稳定机构和科学程序的合理建构,权力边界与治理格局的双重明晰,智慧技术与法治治理的共同加强,社会资本与民主文化的协同形塑。Rural governance in the perspective of modernity focuses on the diversity of the main interests of rural areas,to promote the diversity of rural interests balance,and ultimately to achieve a multi-rural balance of rights.In the process of rural governance,the constraints of farmers'subjectivity are manifested in the following aspects:the subject problem between the strong and the simple majority,the inherent tension between the leadership preference and the authoritarian management,the institutional friction and the administrative discord due to the lack of procedures,system fragmentation and supervision of virtual constraints imbalance.In the process of rural governance,the constraints of farmers'subjectivity are:the rural field with the wisdom of rural society and life,the institutional constraints of rural governance and administrative self-interest,the breakage of the rough system and the broad elements of the law,the decline of community and the cultural pluralism of sub-culture block.In the process of rural governance,the present empowerment of farmers should focus on the rational construction of stable institutions and scientific procedures,the double clarity of power boundary and governance pattern,and the joint strengthening of smart technology and legal governance,the Synergy of social capital and democratic culture.
