摘　　要：[研究目的]美国网络安全战略呈现出一面加强防御、一面积极进攻的“双向发展”特征,这将给全球网络空间安全带来极大风险。提出一种合适的分析框架以解读其战略布局,为合理应对网络空间风险挑战提供参考。[研究方法]通过文本分析法和案例分析法,从杠铃策略视角出发,对美国网络安全战略布局的特点、策略间的比重设计和具体的实施情况进行重点分析。[研究结论]美国采取的“双向发展”布局是为了在不确定性较强的环境下维持稳定乃至获利,核心思路是在减少脆弱性的基础上进行理性试错,并分别从公私合作和盟伴体系等多层次进行安排,但目前也存在诸如利益协调困难和风险控制难等挑战。分析还发现,这种安排背后有较强的冷战思维,可能加强网络空间碎片化趋势,也将对我国国家安全的现实利益有一定影响,需要审慎应对。[Research purpose]The U.S.cyber security strategy,which shows the characteristics of"two-way development"of strengthening defense and active attack,will bring great risks to cyberspace.It is significant to propose a suitable analytical framework for interpreting its strategy and providing a response.[Research method]Through text analysis and case analysis,from the perspective of barbell strategy,th focuses on the characteristics of the U.S.cyber security strategy,the proportion of different details and the specific implementation.[Research conclusion]The"two-way development"layout adopted by the United States is to maintain stability and even profit in an environment with uncertainty.The core idea is to carry out rational trial and error on the basis of reducing vulnerability,and to arrange from multiple levels such as public-private cooperation and alliance system.However,at present,there are also difficulties such as interest coordination and risk control difficulties.analysis also that there is a strong cold war mentality behind this arrangement,which may strengthen the trend of fragmentation of cyberspacehave a certain impact on the interests of China's national security need to be dealt with prudently.
