摘 要:职业资格证书作为一种人才评价制度,是个体职业能力职业信用最简洁高效的表达。职业信用和职业资格互嵌共生,是新时代社会信用建设和高质量充分就业的重要保障。本文结合制度分析,刻画了二者应然的制度交集和互嵌关系;基于嵌入性理论,搭建了职业信用适应性嵌入国家职业资格证书的分析框架,包括文化、关系、技术和制度四大维度层次;通过数据采集与统计,循证分析职业信用嵌入国家职业资格证书的“悬浮”困境;最后,提出组织社群、制度变迁及公共信息平台建设等共进解决问题路径。The intertwining and symbiosis of these two elements serve as a crucial guarantee for China's social credit's construction and high-quality & full employment in the new era. However,China's current National Vocational Qualification Certificate(NVQC)system has not fully embraced the concept of Vocational Credit(VC) and existing literature rarely explores their correlation. The paper first outlines the ideal institutional intertwining relationship between VC and NVQC through institutional analysis. Subsequently,leveraging the theory of embeddedness,an analytical framework is established for the adaptive embedding of VC into NVQC,which includes the four dimensions of culture,relationship,technology,and institution. Further,statistic collection and analysis are conducted to empirically identify the “suspended” dilemma in the embedding of VC into NVQC. Finally,collaborative strategies are proposed,including the fostering of organizational communities,institutional change,and the construction of public information platforms.
