支出型贫困救助的多维困境与路径建构——基于南方G省四市的调研

摘　　要：随着脱贫攻坚战的全面结束,支出型贫困逐渐成为学界研究和政策实践的关注焦点。从南方G省四市的实践来看,支出型贫困救助面临多方面的困境,如“救助谁”维度的收支与财产状况核对困难,“谁来救”维度的多方力量整合困难,以及“如何救”维度的救助内容单一、救助模式模糊和救助程序冗长等问题。破解这些困境,须从整体性视角出发,综合考虑“对象—主体—工具”要素之间的关系,从救助对象、救助主体、救助内容、救助模式、救助程序等多方面完善社会救助路径。With the complete end of the battle against poverty,expenditures-based poverty has gradually become the focus of academic research and policy practice.From the practice of the four cities in Southern G Province,there are many dilemmas facing expenditure-based poverty aid:such as difficulties in checking the income and expenditure and property status for the"Who is the object of aid?"dimension,difficulties in integrating multiple forces for the"Who is the subject of aid?"dimension,and problems with single aid contents,vague aid modes,and lengthy aid procedures for the"What is the mode of aid?"dimension.To solve these difficulties,we must start from a holistic perspective,comprehensively consider the relationship between the elements of"object-subject-tool",and improve the social aid path from such aspects as the object of aid,the subject of aid,the content of aid,the mode of aid,the procedure of aid,etc.
