摘　　要：海洋渔业资源枯竭问题日益凸显,阻碍了渔业的高质量发展,积极推动海洋渔业可持续发展迫在眉睫。然而在此过程中,利益相关者面临效益不足、技术瓶颈、信任危机、安全事故多发等多重困境。为应对上述问题,提高利益相关者共谋海洋渔业可持续发展的意愿,基于演化博弈方法,建立由渔民、政府、社会组织构成的数理模型,并通过数值模拟对这三方的行为决策进行仿真分析,探究多情境下各主体的偏好取向。研究结果表明:(1)渔民对现有渔业模式导致的海洋渔业枯竭情况的认知、政府的政策导向、社会组织的协助效果均能显著影响渔民发展可持续海洋渔业的意愿;(2)政府的决策受到渔民诉求的影响,且当政府关注的海洋渔业作业安全得到保证时,其会更多地考虑渔民收益,兼顾安全的惠渔民导向政策能够促进渔民发展可持续的海洋渔业;(3)在政府仅关注安全问题时,渔民与社会组织之间的信任是协同发展可持续海洋渔业的基础,深刻影响着这两方的最终决策取向,社会组织也因此需保证自身的纯洁性和专业性。The depletion of marine fishery resources is becoming increasingly apparent,hindering the high-quality development of marine fisheries,and it is urgent to actively promote the sustainable development of marine fisheries.However,in this process stakeholders face multiple dilemmas including insufficient benefits,technological bottleneck,crises of trust,and safety accidents.To tackle these issues and increase stakeholders'willingness to collaboratively pursue sustainable development of marine fisheries,a mathematical model including fishermen,governments,and social organizations is constructed based on evolutionary game theory.By conducting numerical simulations,the decision-making behavior of these three parties is analyzed and the preference orientations of each entity in various scenarios are explored.Research results indicate that:(1)Fishermen's awareness of marine fishery depletion caused by current fishing practices,government policy orientation,and the effectiveness of support from social organizations significantly influence fishermen's willingness to develop sustainable marine fisheries.(2)Government decisions are influenced by the demands of fishermen,and when marine fishery operational safety issues which the government is concerned with are assured,more attention will be paid to the benefits of fishermen.Policies that consider both safety and fishermen's benefits can promote the development of sustainable marine fisheries.(3)When the government focuses solely on safety issues,the trust between fishermen and social organizations forms the foundation for collaboratively developing sustainable marine fisheries.The trust profoundly influences the ultimate decision-making of both parties,and therefore it is necessary for social organizations to maintain their integrity and professionalism.
