摘　　要：循证决策是近年来政策界广泛关注的主题,本文以如何应用该方法为出发点,基于政策环模型分析各决策环节的决策需求、定位相应的证据需求,综合多元决策参与主体间的互动关系和证据的特征构建循证决策的应用模型,并以日本制定第六期《科学技术与创新基本计划》为案例,对该模型进行印证,以期为中国科技创新政策的制定提供借鉴。Recently evidence-based policy is a widely interested concept in policy community.This article aims to formulate an application model of evidence-based policy making by identifying the decision-making needs and relevant evidence needs in different policy making stages with the framework of policy cycle and integrating the interaction of different stakeholders and the features of the evidences.Then the article takes Japanese 6th Science,Technology and Innovation Basic Plan s making process as a case to test the model.
