政府回应、乡村精英与农户环境整治支付意愿研究

摘　　要：基于安徽省肥西县715份农户调研数据,运用Heckman两阶段模型分析政府回应、乡村精英、村庄归属感等因素对农户环境整治支付意愿的影响,为建立农户合理付费的环境整治经费保障模式提供参考。结果表明:(1)75.8%的受访农户愿意为环境整治付费,意愿支付水平在33.72~44.48元/月·户之间;(2)政府回应、乡村精英等因素对农户是否愿意付费的决策产生显著影响,政府回应每优化1个单位,农户愿意为环境整治付费的概率提高5.0%,乡村精英作用每加强1个单位,农户愿意为环境整治付费的概率提高5.6%;(3)乡村精英、村庄归属感等因素显著正向影响有支付意愿农户的支付水平。因此,为提升农户环境整治支付意愿和支付水平,应畅通基层治理政民沟通渠道,塑造回应型政府形象;优化乡村精英服务环境,调动发挥乡村精英参与环境整治的号召力和协调作用;开展乡风文明建设,提高农户村庄归属感,促进农户发挥环境整治的主人翁精神。Based on 715 survey data from farmers in Feixi County,Anhui Province,this article used the Heckman two-stage model to analyze the impact of government response,rural elites,the sense of village belonging and other factors on farmers’willingness to pay for environmental improvement,so as to provide reference for establishing a reasonable payment model for farmers’environmental improvement funds.The results showed that:(1)75.8%of surveyed farmers were willing to pay for environmental improvement,and the level of willing payment was between 33.72 yuan/month and 44.48 yuan/month per household.(2)Factors such as government response and rural elites had a significant impact on farmers’decision whether they were willing to pay.For every unit optimized by government response,the probability of farmers willing to pay for environmental improvement increased by 5%.For every unit strengthened by the rural elite function,the probability of farmers willing to pay for environmental improvement increased by 5.6%.(3)Factors such as rural elites and the sense of village belonging also had a significant positive impact on the payment level of farmers who were willing to pay.Therefore,in order to improve farmers’willingness and level of payment for en-vironmental improvement,it was necessary to dredge the communication channels between the gov-ernment and the public,and shape a responsive government image;Optimize the service environment for rural elites,mobilize the appeal and coordination role of rural elites to participate in environmental improvement;Carry out the construction of social civility in rural areas,enhance the sense of village belonging of farmers,and promote them to play a leading role in environmental improvement.
