耕地保护制度下剑麻产业发展的对策研究

摘　　要：剑麻作为我国重要的特色农产品和战略物资,特别是广东农垦湛江垦区重要的经济作物,其战略地位不断升级,种植面积不断扩大,但无序侵占耕地造成耕地“非农化”“非粮化”现象也日益突出。在梳理湛江农垦剑麻产业发展现状及存在问题的基础上,结合剑麻生长特性,从缩减剑麻耕地种植面积、引导剑麻种植空间腾挪2个方面提出对策,以期在落实最严格的耕地保护制度的前提下,为稳步发展剑麻产业寻求新路径。On the basis of combing the development status and existing problems of Agave sisalana industry in Zhanjiang,combining with the growth characteristics of Agave sisalana,countermeasures were put forward from two aspects:reducing the cultivated land planting area and guiding the cultivation space of Agave sisalana,in order to seek a new path for the steady development of Agave sisalana industry under the premise of implementing the strictest cultivated land protection system.
