我国新精神活性物质的防控困境与对策探析

摘　　要：随着我国新精神活性物质总体滥用蔓延趋势不断扩大,我国始终积极探索针对新精神活性物质的防控对策,出台列管办法、探究新精神活性物质监测预警的有效模式。但目前,我国新精神活性物质的总体防控仍然存在困境,管制法律存在冲突,监测预警渠道存在局限,评估列管仍然有一定滞后性。通过积极考量新精神活性物质的法律定义及管制办法,厘清部门职责,完善以“供给—流通—需求”为主体脉络的链条化新精神活性物质情报监测预警数据来源渠道,强化数据研判,推动禁毒实验大数据智库平台建设,优化评估列管工作,以期提高对潜在新精神活性物质的快速发现能力,将评估数据做到前面,促进新精神活性物质的有效防控。As the overall trend of abuse of new psychoactive substances continues to expand,and in order to cope with their rapid changes,China has been actively exploring countermeasures for the prevention and control of new psychoactive substances,introducing measures for listing,and exploring effective modes of monitoring and early-warning.However,several challenges to be addressed,such as conflicting laws,limitations in monitoring and early warning,and a delay in assessing and listing new psychoactive substances.In order to overcome these challenges,it is important to consider the legal definition of new psychoactive substances and the control regulations.Additionally,we should clarify sectoral responsibilities,focusing on the"supply-circulation-demand"chain,a monitoring and early-warning system should be set up,promote the construction of a big data think tank platform for anti-drug experiments,and improve prevention and control measures.These efforts aim to identify potential new psychoactive substances quickly,bring assessment data to the forefront,and improve the prevention and control of new psychoactive substances.
