摘　　要：土库曼斯坦在独立以后奉行积极中立、和平友好的外交政策,致力于同其他国家发展建设性合作关系。中土两国建交以来,双方人文交流不断,交往意愿强烈,但整体上存在民间层面彼此了解不足、外语人才匮乏等问题。今后,中土双方应积极落实既有的元首外交成果,拓展两国人文交流与合作的沟通渠道,增强相互了解,促进“民心相通”,在中土互办文化年的大背景下推动两国人文交流合作不断深入,为构建中土命运共同体夯实文化基础。Since independence,Turkmenistan has pursued an active,neutral,peaceful,and friendly foreign policy,and has been committed to developing constructive and cooperative relations with other countries.Since the establishment of diplomatic relations between China and Turkmenistan,the two countries have continuously engaged in cultural&people-to-people exchanges with a strong desire for interaction.However,in general,there are problems such as insufficient mutual understanding at the non-governmental level and a shortage of foreign language professionals.In the future,China and Turkmenistan should actively implement the existing diplomatic achievements made by the heads of states,broaden communication channels,enhance mutual understanding,promote“the people-to-people connection”,and continuously deepen the cultural&people-to-people exchanges between the two countries in the context of the China-Turkmenistan Cultural Year,so as to lay a solid cultural foundation for building the ChinaTurkmenistan community with a shared future.
