摘　　要：教师党支部书记是高校基层党组织的“头雁”,是基层党建工作的组织者、实施者。实施“双带头人”培育工程,是贯彻落实党的二十大精神,加强党对高校全面领导和提升高校党建工作质量的必然要求,符合政治与学术辩证统一的关系,体现党建与业务协调运行的机制。但是培育工程在实施过程中,也存在着选配机制、业务培训、考核评价、激励机制等方面的困境,要通过优化选拔机制、加强教育培训、健全考评机制、完善激励机制等措施,选好、育好、用好、留好“双带头人”教师党支部书记。The Party branch secretary of teachers lead grassroots Party organizations in colleges and universities,organize and implement basic-level Party building.The“Double”leader cultivation project is an inevitable requirement to uphold the spirit of the 20th National Congress,strengthen the Party’s overall leadership over universities,and improve the quality of Party building,which follows the dialectical unity relationship between politics and academia,and coordinates Party building and university operation.However,there are such practical difficulties in matching mechanism,training,evaluation and incentive mechanism.The selection mechanism will be optimised,education and training will be strengthened,and the evaluation and incentive mechanism will be improved to select and develop“double”leaders of Party branch secretaries who will stay and play a key role.
