国际交通运输通道对城市资源配置效率的影响:基于中欧班列开通的准自然试验  

The Impact of International Transport Corridors on Urban Resource Allocation Efficiency:A Quasi-Natural Experiment Based on the Opening of the China-Europe Railway Express

摘　　要：国际交通基础运输通道的不断完善有助于生产要素在更广范围自由流动以及经济空间格局的优化重塑。文章以中欧班列开通作为国际交通运输通道的准自然试验,利用2006—2021年中国283个城市的面板数据考察了中欧班列在资源配置中的作用。研究发现:中欧班列具有资源配置优化效应,城市开通中欧班列可以将资源错配指数降低0.0273,将资本要素和劳动要素扭曲程度分别降低0.0101和0.0174;市场活力、资源流动和空间集聚在中欧班列优化资源配置的过程中发挥了影响机制的作用;中欧班列对城市资源配置的优化效应存在区域异质性和城市资源禀赋异质性。中国正在加快构建“一带一路”立体互联互通网络,文章从学理上解释了中欧班列在资源配置中的作用效果和机制,有助于强化中欧班列的辐射力和带动力,因地制宜提升城市新质生产力。The continuous improvement of international traffic infrastructure transport corridors contributes to the free flow of production factors over a wider range and optimizes the economic spatial pattern.This paper takes the opening of China-Europe Railway Express(the CR Express)as a quasi-natural experiment in the context of international transportation corridor,and examines its role in resource allocation by using the panel data of 283 cities in China from 2006 to 2021.This study found that the CR Express has a resource allocation optimization effect,the opening of the CR Express in cities can reduce the resource mismatch index by 0.0273,and the distortion degree of capital and labor factor by 0.0101 and 0.0174 respectively.Market vitality,resources flows and the resources′spatial agglomeration play a role in the influencing mechanism of the resource allocation process.The optimization effect of resource allocation is heterogeneous with respect to regional location and resource endowment.As China is accelerating the construction of the"Belt and Road"three-dimensional connectivity network,this study explains the mechanism effect of the CR Express in the resource allocation,which can help to strengthen its radiative force and driving force of the CR Express,and enhance the new quality productive forces of the cities in accordance with the local conditions.
