摘　　要：河南省是矿产资源大省,矿业资源的开采活动对生态环境产生较大影响,研究河南省黄河流域矿业高质量发展与生态保护具有重要的意义.阐述了黄河流域矿产资源概况、矿业发展特点,分析了河南省矿业发展面临的资源基础、规模结构、开发利用和政策环境等问题.根据新时代对经济高质量发展的要求,提出通过持续实施找矿突破战略行动、促进矿业结构调整、持续加强科技创新投入、推进矿业管理政策落实、大力发展绿色矿业、推进矿山生态修复治理、划定规划管制分区,建立省内矿产资源协同发展机制等技术手段和政策措施,为全面推进河南省黄河流域矿业在矿产资源保障能力、矿业发展动力提升,生态环境改善等方面创造条件,相关研究内容可为河南省黄河流域矿业高质量发展与生态保护提供借鉴.Henan Province is a large mineral resource province.It is of great significance to study the high-quality development and ecological protection of the mining industry in the Yellow River Basin in Henan Province.This article describes the mineral resources status,and the mining development characteristics,analyzes the resources foundation,scale structure,development and utilization,and policy environment facing in Henan Province,and according to the requirements of high-quality economic development in the new era.It proposed that through continuous implementation of mining to break through strategic actions,promote the adjustment of mining structure,continuously strengthen the investment in scientific and technological innovation,promote the implementation of mining management policies,vigorously develop green mining,promote the ecological restoration and control of mines,delineate planning and control partitions,establish mineral resources in the province.Technical means and policies such as the coordinated development mechanism and other technical means,in order to comprehensively promote the mining industry of the Yellow River Basin in Henan Province in the aspects of resource guarantee capabilities,the improvement of mining development momentum,and the improvement of the environment.Related research content can be the Yellow River Basin in Henan Province.The high-quality development and ecological protection of mining provides reference.
