摘　　要：保障性住房是我国住房供给体系的重要组成部分。规划建设保障性住房是完善住房制度和供应体系、重构市场和保障关系的重大改革。以上庄镇东小营村集体土地租赁住房项目规划设计为例,从集体土地租赁住房项目的背景和政策入手,通过践行“新四合”规划理念,结合城市文脉和自然环境,打造现代宜居社区。Affordable housing is an important component of China’s housing supply system.Planning and constructing affor-dable housing is a major reform to improve the housing system and supply system,reconstruct the market and guarantee relationship.Taking the planning and design of the collective land rental housing project in Dongxiaoying Village,Shangzhuang Town as an example,starting from the background and policies of the collective land rental housing project,by practicing the“New Four in One”plan-ning concept and combining urban context and natural environment,the modern livable community is created.
