新时代新疆产业高质量发展形成新格局的路径论析

摘　　要：在世界经济复苏背景下,中国面临国内发展不平衡不充分问题和世界新一轮产业变革新挑战。国家出台多项发展举措并协同存量政策,支持新疆产业优化和向西开放,落实我国区域协调发展战略,增强向西开放竞争实力。但新疆需求侧贸易、投资和消费数据显示,新疆通道经济特征依然显著,未有效摆脱“资源诅咒”困境。应从供给侧产业转型升级和产品结构优化入手,以鼓励类产业目录为指导,借鉴“资源禀赋”“产业扩散效应”“雁形理论”等产业理论经验,培育新疆三位一体现代化产业体系:一是升级传统能源支柱产业为新能源新材料产业集群;二是挖掘“文旅+地域特色生态种植及加工”新主导产业集群新动能;三是承接援疆产业和转移产业,融入国家产业结构升级调整大局。提升供给侧现代化产业体系优化与需求侧贸易自由化、投资便利化和消费高级化的适配度。激发“五口通八国、一路连欧亚”的地缘优势,依托多层级市场和功能平台,推进供需匹配、城乡融合和区域协调的产业高质量发展,赋能新疆形成积极融入国内大循环主体、连接促进国内国际双循环的新发展格局。Against the backdrop of global economic recovery,China faces the issues of unbalanced and inadequate domestic development as well as new challenges posed by the new round of industrial transformation in the world.To deal with these,China has unveiled multiple development strategies and coordinated its policy stock to support Xinjiang's industrial optimization and opening up to the west,implement China's coordinated regional development strategy,and enhance its competitiveness in opening up to the west.However,data on demand-side trade,investment,and consumption in Xinjiang show that the characteristics of the corridor economy are still prominent,and it has not effectively escaped the"Resource Curse"dilemma.Starting with supply-side industrial transformation and upgrading and product structure optimization,guided by the Catalogue of Encouraged Industries,and drawing on such industrial theoretical experience as"Factor Endowment","Industrial Diffusion Effect"and"Flying Geese Paradigm",we should cultivate a three-in-one modern industrial system in Xinjiang as follows:firstly,upgrading the traditional energy pillar industry to a new energy and new materials industry cluster;secondly,exploring new growth drivers of new leading industry clusters such as"cultural tourism+regional characteristic ecological planting and processing";thirdly,undertaking the assisting or transferred industries to Xinjiang,and finally integrating into the overall situation of national industrial structure upgrading and adjustment.We should improve the adaptability of optimization of supply-side modern industrial system to demand-side trade liberalization,investment facilitation and consumption upgrading.By stimulating the geographical advantage of"connecting five ports to eight countries and linking Europe and Asia through the Belt and Road",and relying on multi-level markets and functional platforms,we should strive to promote high-quality industrial development featuring supply-demand matching,urban-rural integration,and regional coordinatio
