“数据要素×”赋能城市精细化治理——以环卫责任地图在武汉智慧环卫的应用为例

摘　　要：随着科技的飞速发展,数据要素在赋能城市精细化治理方面的作用愈发明显。海量的数据要素在给城市管理部门带来便利的同时,也暴露出一些新的问题亟待解决。近年来,智慧化环卫信息管理系统已逐步成为城乡环卫部门日常管理的必备工具。智慧环卫平台通常基于公用GIS地图实现各类基础信息落图展示、作业考核、统计分析等功能,但该类地图普遍缺少环卫行业专项的管理要素。加之在实践中,各级城市管理部门普遍缺乏完整准确的基础信息,导致考核基准难以确立权威。如何通过创新技术路径,与权威机构合作开发能够共享公共数据资产,构筑边界更准确、责任更明晰、区域全覆盖的底层地图架构,实现准确权威的考核基准,是数据要素赋能城市精细化治理、深化数智化应用亟需解决的问题。通过武汉市智慧环卫系统开发,探索与勘测设计研究院开展合作,推动双方数据资产合作开发利用,形成环卫责任地图,为业务板块提供准确的考核基准,验证了实践和探索的具体方法和步骤。With the rapid development of technology,the role of data elements in empowering urban finegrained governance is becoming increasingly evident.The massive data elements bring convenience to urban management departments,but also present some new problems that need to be solved.In recent years,smart waste management information systems have gradually become a necessary tool for daily management of urban and rural sanitation departments.Smart waste management platforms are usually based on public GIS maps to realize the functions of basic information display,operation and assessment,and statistical analysis.However,these maps generally lack specialized management elements for the sanitation industry.In practice,city management departments at all levels generally lack complete and accurate basic information,making it difficult to establish authoritative evaluation benchmarks.How to innovate through technology pathways,cooperate with authoritative institutions to develop and share their public data assets,build a more accurate,clearer,and regionally comprehensive underlying map architecture,and achieve accurate and authoritative evaluation benchmarks,is a problem that data elements need to solve to empower urban fine-grained governance and deepen intelligent applications.Through the development of the smart waste management system in Wuhan,practice and exploration have been carried out with the Geological Survey and Design Institute to promote the cooperative development and utilization of their data assets,forming a waste management responsibility map,providing accurate evaluation benchmarks for business segments,and verifying the specific methods and steps of practice and exploration.
