网络裸聊敲诈犯罪的侦查难点及应对策略——基于全量数据驱动视角

摘　　要：网络裸聊敲诈是随着电信网络诈骗猖獗发展而逐渐演变形成的一种新型犯罪,具有较强的有跨境组织性、层级分工性特征和产业链条化发展趋势。由于受害人报案率低、犯罪手段具有“软暴力”特点等,当前侦查打击在虚拟空间取证、嫌疑人抓捕、资金追缴等方面遭遇困境。公安机关应加强“专业+机制+大数据”新型警务模式建设,运用全量数据驱动型侦查方法,加强数据的溯源、拓展、研判和穿透,以提升新质战斗力,从而有力遏制此类犯罪势头。Cyber extortion through nude chats is a new type of crime that has gradually evolved alongside the rampant development of telecommunications network fraud.It is characterized by strong transnational organization,hierarchical division of labor,and a trend towards industrial chain development.Due to the low reporting rate of victims and the"soft violence"nature of the crime methods,current investigations face challenges in virtual space evidence collection,apprehension of suspects,and recovery of funds.To address this,public security organs should enhance the construction of a new police model that integrates"professionalism+mechanisms+big data",and employ a full-scale data-driven investigative approach.This includes strengthening the traceability expansion,analysis and judgment,and data penetration of data to enhance the new quality of public security combat power,thereby effectively curbing the momentum of such crimes.
