摘　　要：同行评议制度作为一项国际通用的、被广泛认同的科研评价机制,在中国科技评估中发挥重要的作用。围绕“同行评价”这一主题,基于文献研究的视角,系统梳理了科技计划项目视域下同行评议的发展脉络、内涵和特点,并对同行评议自身所存在的局限性进行了深入探讨,从优化项目资助方式,完善专家遴选和管理,探索试行开放同行评议,科学设置资助体系、实行分类评价,建立健全追责和奖励机制等多个维度梳理总结出改进同行评议局限性的实效建议,并选取部分具有代表性的国际评估机构同行评议改进案例进行了阐释。对中国同行评议实践面临的突出问题进行了分析,提出了相应的对策建议,并对未来研究进行了展望。The peer review system,as an internationally recognized scientific research evaluation mechanism,plays an important role in China’s scientific and technological evaluation.Based on the perspective of literature research,this paper systematically summarizes the development,connotation,and characteristics of peer review in the field of science and technology planning projects,focusing on the theme of“peer review”.It also deeply explores the limitations of peer review itself,summarizes practical suggestions for improving the limitations of peer review from multiple dimensions,including optimizing project funding methods,improving expert selection and management,exploring and piloting open peer review,scientifically setting up funding systems,implementing classified evaluations,and establishing and improving accountability and reward mechanisms,and selects some representative international evaluation agency peer review improvement cases for explanation.An analysis was conducted on the prominent problems faced by peer review practices in China,corresponding countermeasures and suggestions were proposed,and future research prospects were discussed.
