巩固拓展脱贫攻坚成果同乡村振兴有效衔接——基于工业化演进视角的案例分析

摘　　要：脱贫攻坚行动以来,J省T县实现了从深度贫困到乡村富美、从农牧业大县到工业强县、从县域发展“跟跑”到“领跑”的“三个历史性跨越”,深入研究T县在巩固拓展脱贫攻坚成果同乡村振兴有效衔接方面的实践历程具有重要意义。文章通过构建“一中坚三优势一共同”的分析框架,从工业化演进视角阐释了县级党委引领深度贫困地区实现跨越式发展的内在机理与治理逻辑。研究发现,在县级党委的引领下,突破传统承接落后产业的发展范式,遵循自身比较优势和后发优势,确立适配新技术范式变迁和国家战略需求的工业化发展道路,是实现跨越式发展的前提;县级党委统合产业发展所需的资源要素,推动工业化资本积累方式由市场自发形成向政府引导转变,是实现跨越式发展的基础;通过重点布局富民产业,建立“村事县管”工作模式,有效促进农民物质生活和精神生活共同富裕,是实现跨越式发展的目的。Since the launch of the poverty alleviation campaign,T County in J Province has achieved"three historic leaps":From deep poverty to prosperous rural areas,from a major agricultural and pastoral county to a strong industrial county,and from"following"to"leading"in county development.It is of significant importance to deeply explore T County's practical experiences in consolidating and expanding the achievements of poverty alleviation to effectively connect with rural revitalization.This paper constructs an analytical framework of"one core,three advantages,and common prosperity",from the perspective of industrialization evolution elucidating the intrinsic mechanisms and governance logic of how the county party committee leads people in deeply impoverished areas to achieve breakthroughs in development.The study finds that under the leadership of the county party committee,it is a prerequisite for achieving breakthrough development to break the traditional development paradigm of inheriting backward industries,follow its own comparative advantages and advantages of backwardness,and establish an industrial development path that aligns with the transition of new technological paradigms and national strategic needs.The local party committee integrates the resources needed for industrial development,promotes the transformation of industrial capital accumulation from spontaneous market formation to government-guided formation,which is the foundation for achieving breakthrough development.The county party committee focuses on developing profitable industries,establishing a"village affairs managed by the county"model,and effectively promoting the common prosperity of farmers'material and spiritual lives,which is thegoal of achieving breakthrough development.
