摘 要:厘清我国公共数据治理政策的发展特点和内在逻辑,对推动数据要素市场改革、释放我国制度红利有重要现实意义。通过构建“政策工具-政策目标-参与主体-外部特征”四维分析框架,选取93条公共数据治理相关政策,运用政策工具和文本量化方法,揭示我国公共数据治理政策的发展脉络,解读多维工具间的交叉关联,明确重点和不足。研究发现:我国公共数据治理政策经历了4个阶段,过程中存在不同政策工具使用频次差距过大、政府采购与应用示范缺位等问题,需要通过调整政策工具使用比例、强化主体责任、明晰治理范围等方式推动我国公共数据治理政策的全面升级和发展。Clarifying the development characteristics and internal logic of public data governance policies in China is of great practical significance for promoting the reform of the data factor market and unleashing the institutional dividends.By constructing a four-dimensional analysis framework of"policy tools,policy objectives,participants and external characteristics",this article selects 93 policies related to public data governance using policy tools and text quantification methods to reveal the development of China's public data governance policies,interpret the cross correlations between multidimensional tools,and clarify key points and shortcomings.It is found that China's public data governance policies have gone through four stages,with significant differences in the frequency of use of different policy tools and a lack of government procurement and application demonstrations.It is necessary to promote the comprehensive upgrading and development of China's public data governance policies through adjusting the proportion of policy tool usage,strengthening the subject responsibility,and clarifying the scope of governance.
