摘　　要：恢复林业生产条件和植被实施方案是恢复受损林地生产力、改善生态环境、实现资源开发利用与生态环境保护双赢的重要环节。从恢复工作实践出发,对当前方案编制背景、工作流程、主要内容及要求进行解析,并围绕恢复条件、恢复目标和恢复计划等分析恢复方案的可操作性,针对恢复树种选择、恢复工程技术措施设计、经费投入测算等方案构成的重点内容提出建议,以期为提升方案编制质量,有效指导被毁林地恢复工程的实施提供思路和参考。The implementation scheme of restoring forestry production conditions and vegetation is an important link to restore productivity of damaged forest land,improve ecological environment and realize the double giats of resource exploitation and environmental protection.Based on the practice of restoring work,this paper analyzed the background,workflow,main content,and requirements of the current scheme preparation,and analyzed the operability of the scheme around restoration conditions,restoration goals,and schedule arrangements.At the same time,suggestion was proposed for the key components of the scheme,such as the selection of tree species for restoration,the design of technical measures for restoration engineering,the funding investment calculation and other programs,in order to improve the quality of the implementation scheme,and guild the effective implementation of restoration projects for destroyed forest land.
