摘　　要：罐式集装箱具有安全可靠、灵活便捷、经济实用、绿色环保等优点,是多式联运的重要载运工具。为加快构建我国铁路现代物流体系,安全有序发展铁路危险货物罐式集装箱,通过分析铁路危险货物罐式集装箱运输现状,梳理危险货物运输制度体系、罐式集装箱标准体系和铁路危险货物罐式集装箱运输管理规定,从健全规章制度、加强运输技术保障、严控把控过程管理、建立从业人员梯队、探索安全监控技术应用5个方面,提出铁路危险货物罐式集装箱运输发展对策,研究成果有助于推动完善危险货物“公海铁”多式联运模式,促进铁路危险货物罐式集装箱运输的安全有序发展。Tank containers have the advantages of safety,reliability,flexibility,convenience,economy,practicality,and environmental protection,which are important means of transportation for multi-modal transportation.To accelerate the construction of China’s modern railway logistics system and develop tank containers of railway dangerous goods in a safe and orderly manner,this paper analyzed the current situation of tank containers of dangerous goods in railway transportation,sorted out institutional systems of dangerous goods transportation,tank container standard systems,and management regulations of tank containers of dangerous goods in railway transportation.The paper proposed transportation development strategies for tank containers of railway dangerous goods from the aspects of improving rules and regulations,strengthening transportation technology support,strictly controlling process management,establishing a workforce,and exploring the application of safety monitoring technology.The research results will help promote the multi-modal transportation mode of dangerous goods by sea and rail and facilitate the safe and orderly development of tank containers of dangerous goods in railway transportation.
